Image

Summit APEC 2012 Vladivostok Meeting’s Close. «The New York Times» for Vladimir V. Putin, a Flight of Fancy

Image
At times, President  Vladimir V. Putin  of Russia seemed to be limping and in pain this weekend, but as the  annual Asian-Pacific Economic Cooperation  meeting wrapped up here on Sunday, the Russian leader showed some of his trademark swagger, hitting back at political opponents who mocked his latest stunt:  flying a motorized glider to help lead endangered cranes  from Siberia on their migration south.

Vladivostok as metaphor for Russian ambition

Image
Vladimir Putin, Russia’s stuntman President, donned a white helmet and coveralls Thursday and took to the Siberian skies in a motorized, white hang glider. It was a ruse designed to fool a flock of rare cranes into following him on a practice flight before they’re released into the wild. Today Mr. Putin will be in Vladivostok, Russia’s Pacific capital, preparing to introduce the city to 22 visiting leaders attending the Asia-Pacific Economic Co-operation summit. Russia, he will try to convince them, is ready to play a bigger role in Asia, with Vladivostok ready to join Beijing, Seoul and Tokyo as one of the economic hubs of northeast Asia. At a quick glance – and that’s all Prime Minister Stephen Harper and the other APEC leaders will have during the 48-hour summit this weekend – Vladivostok looks ready for prime time. The APEC summit will be hosted on Russkiy Island, an isolated former Soviet military base that has been overhauled into the new campus of the Far East Federal Univer...

APEC wrestles with 'green' products

Image
VLADIVOSTOK, Russia - A push to free up Asia-Pacific trade in environmentally friendly goods has hit a rough patch amid bickering over whether products such as bicycles and honey are "green", diplomats said. Trade officials preparing for an Asia-Pacific summit this weekend in the Far Eastern Russian city of Vladivostok have been in talks to draw up a list of green goods whose tariffs would be cut to five percent or less by 2015. Economies belonging to the Asia-Pacific Economic Cooperation (APEC) grouping hope that slashing tariffs on such products will boost their use and help cut greenhouse gas emissions blamed for climate change. APEC leaders who met in Honolulu last year had directed officials to come up with a list of such products by the end of this year. However, there have been disagreements on what should be in the basket, with the United States wanting a "credible" list of products, China pushing to include bicycles and others saying honey is also ...

APEC CEO Summit: Vision Statement Addressing Challenges. Expanding Possibilities.

Five years on from the height of the global economic crisis, can we return to – or near to – the pre-2008 growth trajectories? This year’s 17th APEC CEO Summit will explore what can be done to make this challenging aspiration a possibility. The APEC CEO Summit brings together regional and global business community leaders for a candid and multifaceted debate on the objectives, opportunities, constraints, and policy choices we face today. Within the constraints set by natural resource availability, ecology, demography, and the financial capacities of each government, how can we expand the opportunities both for our regional economies and for the world economy at large? And what can we do to remove or mitigate at least some of the constraints? We will discuss the limits and unintended consequences of economic integration, as well as the challenges globalization poses to economic and political stability. We will look at the future of fiat currency regimes. We will examine ways to addr...
