Vladivostok as metaphor for Russian ambition

Image
Vladimir Putin, Russia’s stuntman President, donned a white helmet and coveralls Thursday and took to the Siberian skies in a motorized, white hang glider. It was a ruse designed to fool a flock of rare cranes into following him on a practice flight before they’re released into the wild. Today Mr. Putin will be in Vladivostok, Russia’s Pacific capital, preparing to introduce the city to 22 visiting leaders attending the Asia-Pacific Economic Co-operation summit. Russia, he will try to convince them, is ready to play a bigger role in Asia, with Vladivostok ready to join Beijing, Seoul and Tokyo as one of the economic hubs of northeast Asia. At a quick glance – and that’s all Prime Minister Stephen Harper and the other APEC leaders will have during the 48-hour summit this weekend – Vladivostok looks ready for prime time. The APEC summit will be hosted on Russkiy Island, an isolated former Soviet military base that has been overhauled into the new campus of the Far East Federal Univer...

APEC wrestles with 'green' products

Image
VLADIVOSTOK, Russia - A push to free up Asia-Pacific trade in environmentally friendly goods has hit a rough patch amid bickering over whether products such as bicycles and honey are "green", diplomats said. Trade officials preparing for an Asia-Pacific summit this weekend in the Far Eastern Russian city of Vladivostok have been in talks to draw up a list of green goods whose tariffs would be cut to five percent or less by 2015. Economies belonging to the Asia-Pacific Economic Cooperation (APEC) grouping hope that slashing tariffs on such products will boost their use and help cut greenhouse gas emissions blamed for climate change. APEC leaders who met in Honolulu last year had directed officials to come up with a list of such products by the end of this year. However, there have been disagreements on what should be in the basket, with the United States wanting a "credible" list of products, China pushing to include bicycles and others saying honey is also ...

Looking Forward: APEC After Vladivostok

Image
By some estimates, over a billion individuals across the globe face undernutrition while many more live with erratic access to clean water and unreliable electricity. Imagine being hungry at seven years old or walking six kilometers every day to stay hydrated in Africa. As nations prepare to gather for the Asia-Pacific Economic Cooperation (APEC) summit in Vladivostok, Russia in September 2012, food and energy are two areas where the international community can make quantifiable steps toward better cooperation and sustainability. Food and Hunger When the world’s largest exporter of wheat, corn, and soybeans faces its worst drought in 50 years, the world shudders, grocery prices sky-rocket, and experts start warning of a “food crisis” that will hit the poorest and most fragile communities the hardest. In the United States alone, one in five children is hungry. By no means limited to the rural areas, childhood hunger is acutely evident in various elementary schools in Northern Virgin...
